Love it Construction

My husband and I hired LoveIt Construction to do some work in our garage converted room. When we scheduled our appointment for July 31st, we were told we had to pay half down to book the date for the start of construction. We paid $2785 via phone with our debit card on July 29th. On July 30th, I messaged ***, the owner of Love It Construction and asked approximately what time they'd be at the property on the 31st so my husband or I could meet them. *** immediately called and said he would not be able to come out on the 31st, as one of his crew member's wives had tested postive for Covid. *** said he was testing his entire crew, but could not tell me when they might be able to start work on our house. I requested a refund, as they had not yet started work on the house. *** said that would be fine. I inquired about the refund approximately 8 hours later to check on the status and was informed that they had already purchased materials for the project and therefore would need to return them before issuing the refund. I requested an invoice for said purchased materials as it was possible we could utilize those materials with another contractor and so he wouldn't have to try and return the items. He refused to provide an invoice and said I was lucky he was willing to give me a refund at all. I said I would follow up the next day (the 31st of July) to see if the refund had been processed. *** did not answer. I, again, followed up on August 2nd to see about the status of the refund. Again, *** did not answer.
