Lopez Tree Service

The tree service came during 2nd week of covid19 and say d due to the virus and slow business they were offering to cut trees.
I made a contract with them, however when time came to grind the stumps they said they would be back.
I wanted to give them 1000 instead of 1500, they said that the workers needed to be paid due to not having steady work during virus nd they promised they would be back

It has been weeks and they are not returning my texts or calls.

I contacted the Lopez tree service company for tree work. Company representative came and we agreed on the amount and work to be done. He immediately get the contract signed and told me the work will be completed on Saturday at 9am.

On Saturday, at 11am company people came and this time, it’s different person. He saw trees and told me that he can not do this job in this price or he will reduce the work or increase the money. I told him your representative agreed to this and contract is signed yesterday. The person responded that I am the boss and owner and I don’t care about the contract. I said this is not ethical but the person left without completing the work.
I read the contract carefully then in fine print it said that company can cancel contract anytime without any reason and if customer cancel the contract then he will pay full money and customer will pay the legal fees.

I text the owner that he should send me a confirmation that he canceled the contract but he is not responding.

To make myself clear and safe I want a written release from the contract from company head. should I report this as Fraud or what I should do?
