Contractor was paid $6700 down payment as required per contract/quote to stabilize a foundation wall of my property. Ten weeks after my official acceptance of contract, the contractor still had not started work. Asked contractor if he would refund my payment if I cancelled the arrangement, and he said yes. After cancelling the arrangement, contractor has refused to refund the money as promised. Contract made no effort to start the job after 10 weeks of my acceptance of the contract, and has refused to refund my money.
