Contract for installation of an hurricane impact window was not satisfied, job was never finished. According to a contract windows in Florida room were supposed to be glass , but vinyl windows were installed. Concrete was placed around windows to cover mistakes, which were made during window installation was never made flat to the surface and owner refuses to fix it. They had to re-install windows 3 times because could not pass inspection. And final job looks terrible and not sure was done properly because wrong size windows were ordered. And when approached the owner *** with this issue, he gave me an ultimatum either he will finish what he started or he will walk away and leave me with half installed windows. I completely paid off what I had according to his bills and now he refuses to clean up the concrete mess around windows.

Finish the job Vinyl windows needs to replaced by glass windows and concrete job needs to be finished properly
Customer requested impact windows throughout home. We explained at time of purchase that the porch area was not structurally sound and impact windows there would be a waste of her money as well as not be to code. I saved the customer money and explained and contracted that the windows would be "Acrylic" similar to what she had to the cracked ones she was replacing.
Windows were installed 2 times not 3. I had submitted for a permit received the permit and the windows that the customer selected, and I ordered (note: these she specifically wanted horizontal sliders and HOA only permitted Single hung). During installation HOA president came and stopped the install and said the customer never received proper HOA approval. I have communications since then from customer that she was fighting with HOA and decided she didn't need it even though she told me it was all taken care of. HOA said should could not put that style of window in. I then felt bad for the customer and at "My Cost" sealed up all the windows and left the windows we had installed. I further let the customer buy new windows replacement at "my cost" that HOA agreed too. Went above and beyond and did not charge her for the first installation and removal. She even sold the extra windows. In addition, I do not take cc but she was so upset, I found a vendor that I had a payment to make and let her pay them with cc.
We passed final inspection and I did not bill her until after her punch list which neither of these items she is now mentioning is or was on.
I would like to add documents and communications once gathered at a later date but didn't want to miss deadline. Please call me with any questions.

This is a full version of the true facts. 1
Yes, it was my fault for not knowing rules of the association , but I had just moved in 2 weeks before placing a window order with this company. They assured me that they worked with our condominium association before and I trusted that they know rules better then me, I relayed on their experience, but they never told me that I Must apply for a permit. Quiet opposite, I was told "if you want to apply for permit, we will". 2. 1 day before they were supposed to come in for an installation, I received a form from them for me to fill out for the request from my association for replacement of windows., one day before work to start. And this is true that director closed the job site and of course this is partly on me. But request was approved and permit paid for and ordered. 3 After all this ordeal new windows were reordered, all BUT windows for the porch, which *** completely forgot to about and after going through our contract, he finally agreed that I did indeed ordered 3 windows for the porch, not impact but regular , GLASS windows. Of course by then after reinstalling newly received windows 3 times (he cancelled inspection himself once when he realized he will never pass) and not passing inspection after 2nd time, *** was running out of money he charged me due to the fact that people who work for him had no idea of what they were doing and kept firing them and sending new crew every time. Therefore he decided to safe money and order vinyl window for my porch. Mind you not the frame is vinyl, but glass part of what I received is vinyl, which is completely not according to our contract. After all that , as I mentioned before, the windows were reinstalled so may times, that they damaged concrete around windows and had to put a new layer of concrete. But because the worker was slow and tried to do his job *** showed up to the job site and started rushing him. He saw the horrible job the guy did and still wanted him to finish and leave so he would not pay him extra.The guy must have thought he is coming back to clean up concrete, he spilled on MY NEW WINDOWS and clean up around so concrete would be nice and smooth, and he left even his tool box. But obviously this job ran above ***'s budget and no one ever showed up. Now my association painted building and around the windows, every single condo, but mine. Painter knocked on my door and asked if window people who created this mess are coming back to correct the mess. Otherwise he doesn't know what to do because paint would look bad. And still my condo is the only one where painting work was not finished. So in conclusion: He never saved any money for me, only for him, he forgot about windows on my porch and therefore had to order the cheapest he could find and never finished outside work. And still owes me 3 window frames that he swore he will order and never did, so I can't even open my new windows because all the insects will get inside. Windows were ordered wrong size and he doesn't admit to that . I am enclosing images of the job done as a proof to the 1. wrong size windows where 4 applications of buck where installed to cover the whole between the wall and the window. 2. image of the outside of concrete splashed on a new window and job not finished. I do not want this guy near my windows again, I only want him to return my last payment of $1938.00 so I could start working with another company to install glass windows as I originally wanted. How convenient for him to put all blame on me, but enclosed images is a proof of the work he does.

Response to 1) Permits are not an option as a licensed contractor I am required to have a building permit for all impact window installations, which I submitted for received and then inspector came out and signed off and approved the work. This is completely different from HOA approval which is "always" the customers responsibility, in fact the office sends the customer all information needed within a day or two of contract signing. It was clearly noted in all the paperwork that goes to the customer when she closes on her new home prior to contracting me to do impact windows. We do many installs all through her complex and as we do with every customer 'explained she must submit for HOA approval and we will submit (which we did) for a Building Department Permit. We further have a standard packet which we send new customers which include copy of Contractors license, Workers compensation and copy of insurance which she needs to provide to HOA. There is no way I would have ever communicated or even eluded to saying we would get HOA approval for her as I have NEVER been even 'permitted' to request HOA approval on behalf of a customer. This is the same not only for her community but each community with an HOA that I have done work for in FL. I have done many installs with very happy customers specifically in her development, 5 different units (customers) in two different buildings which I told the customer she can walk to and see the work. None of these customers were under the impression that they did not need or we submitted to HOA on their behalf. Further, customer told us after we were thrown out during mid install by the HOA president, that she in fact "hates him he is an *** and wasn't going to submit". Lastly customer states just moved in and didn't know about HOA requirements but appears this is not true as PAPA document attached shows customer in fact purchased home in 2014 and has in fact owned the unit for the last 5 years. Regardless, I did not charge her for having to take windows out and resourcing more time to even do the job. Secondary agreement was sent and signed (attached) so everything was clear and above board. I even had mentioned it was at cost and on many communications also said if she can source for less, I would install whatever she wanted as 'at the time' I felt very bad for her. But she couldn't as I gave it to her at my cost.

Response to 3) This is clearly been about getting money back for nothing from the start. Windows on porch is "Exactly what was discussed and what is in contract" it was not only discussed but they actually cost me more than glass. Customer signed off on punch list (she created) and made final payment after they were installed. Windows inspection was canceled as I couldn't be there, and customer had to work on certain days and you can not tell inspectors when to come you can only find out the morning of inspection. If customer can not be there to allow access, we cancel. The extra wood buck was temporary as we were put on hold due to customer never getting HOA approval and I needed to put something to fill the gab from the old windows that were cut out.
In Summation:
1) Contract is for what I installed
2) She did not want glass as we were replacing the old ones as they were glass and she said glass breaks to easy.
a. Originally wanted impact, but I told her save her money as you can NOT get a permit and even if she found someone else to do without permit it would not be structural
b. These are vinyl windows (not glass) that break much less easily and is what she requested.
3) She did NOT get HOA approval, which like the many customers before her in FL and the ones in her own community knew to do. We sent her all the information after contract signing specifically to get HOA approval.
a. We had to stop working, and HOA president and customer clearly had prior issues and HOA president said can't use the windows she picked.
b. She tried to fight this for sometime. I provided customer at my cost new windows and did not charge for the additional installation and removal.
c. She owned the home for 5 years and was well aware of the HOA.
4) The final windows to be installed were in fact the windows on the porch we then did a punch list. She then paid final check.
a. If the porch windows were not what she thought, they would be why did she make final payment? Why was this not brought up until weeks after install?
b. If she did not like finish on the one outside window, why not include that on the punch list, which she created, signed off o

This guy always has his version of the facts. The reason that outside was left without me saying anything is because he promised me and my husband to come back to finish everything including window screens, some of them were never installed and some were never delivered. Yes I own his condo for 5 years, but I lived in NY until 8 month ago and hired his company 2 weeks after I permanently moved to Florida, so of course I did not know anything about HOA rules and completely relayed on him. I also have paper work to back up my story. Some of my neighbors who want to install new windows nock on my door asking who did this horrible job so thy know who not to hire. Why is that? Obviously because they see the end result. And also, no, he was not late for the first inspection. When he finally showed up to meet inspector for the first inspection, he told me that he is cancelling because job was poorly done and he will reschedule. Outside of my windows is still not painted because of the condition they are in and maintenance people asked me when it will be done. Finally, if t was about money, I would put a stop payment on the last check before it was cashed, but I wanted to do everything according the the rules, where *** did not keep his end of the contract. Even his father ( who I sighed contract with) after seeing my porch windows said that he would not want those in his condo and that he never saw anything like that in his experience. All the reviews on this company are terrible and really regret that I did not read the before hiring this guy. He has no constant Pope working for him, he doesn't know what they are capable of before he sends them to a job, he is never on a job site and he does not owe his mistakes. I am 64 years old, I owned my house in NY for 28 years, did a lot of repairs, met a lot on constructors, but I never met such a dishonest guy, who lies to your face again and again. This experience thought me a pailful lesson. All I wanted when writing to Revdex.com is to prevent other people from hiring this company, so they can stay away from all the disappointments I went through. I already sent a picture of the outside of my condo to show how concrete was left just to ask him a question : who leaves job like that ????
Apparently, it is now all about the stucco work on the one window and no reference to the porch windows which I uploaded a contract and proved she purchased. In addition, she came down every winter for 5 years is a lot different from just purchased the house which I also disproved with the PAPA document attached. It is unfair to honest hard-working contractors that someone can fabricate just about anything and publish it. Who would actually believe I told her or any customer, we did a bad job so I am canceling an inspection? Why would I have even scheduled it? Or even if I had, why not just say we weren't ready, and I had to cancel. It is truly not fair that I must continually spend time on this. The sad ugly part is she decided well after she paid for the windows that she wanted a different type on the porch and is going through all this to hope I threw it in as I did a lot of the additional cost that I absorbed for Mrs. as I felt bad her HOA president made her take the windows out. I guess I showed weakness in trying my best to help out an elderly couple and now she wants to take advantage of it. If she would of dropped all the other fabricated nonsense to make me look bad and from the beginning just said something like "I can still kind of see that the stucco was repaired on the side windows could you do another pass" I would of sent one of my guys by to give it another pass... Even if it looked fine! My guess is she needed to include the porch windows and the additional stories to build of a case for the dollar amount which she requested as reimbursement. As for bad reviews, I will be more then happy to give anyone many customers in "her community" that I did work for the contact information and they can pull the permit to show what work was done there and see the quality of work.

It is stucco, ad the porch windows and window frames and his attitude in general. As I said before, this business owner had and has many bad reviews on Google , which unfortunately did not read before. The fact remains, that porch windows I sighed contract for were supposed to be glass, stucco had to be cleaned ( he only used it to cover up the terrible and unprofessional work his workers did ), there are no screens on my new windows. If stucco looks so great, why my around windows area was not painted like in all other condos. Yes, they guy can talk and write any excuses, but job was done terrible, was not finished and there are still lots of details, which I didnt even mentioned, which professional company would not leave. I had to hire some one else to finish up work *** got paid for. He knows it, but will try to say anything and blame everyone for his unprofessional work and behavior. And no, I did not come down for winters. I was leaving in NY, coming to Florida 2 times a year for 5 days each. And what does it have to do with my windows? As you can see he is covering facts with silly excuses trying to catch me in a lie. In his story he keeps coming back to me not getting approved by association on time. I admitted from the beginning that it was my fault, partially. But if he worked in our community that much, he would never start work without approval from condo association.
All this experience is like a very bad dream and makes me very anxious . Fact remains that he is in a breach of a contract as far as porch windows and stucco work he did is there for everyone to see. I definitely did not make this up. Not sure, but I think I will still hear from my association about stucco work when everything is back after this virus and it will cost me more money to make his work look presentable so they can paint my windows.
