I am rejecting this response because: Basic contract law requires both offer and acceptance of any change to a contractThe proposed change to the contract was never accepted and the contract was terminated in acknowledgement of that non-acceptanceWithout my acceptance of the contract change, the bill to me is not valid
The email I received on May says: "Notice was sent to all tenants in Jan and FebArt has been informing tenants verbally." This conflicts with your statement in your reply that notice of the change was mailed on Feb 25. The first notice that IvyHut claims was mailed on Feb was actually a note taped to the door on that date indicating that the March rent should be sent to IvyHut instead of Keller WilliamsThis was the first time I heard that there had been a change of managementThere was no mention of utilities in that noteMultiple tenants including myself had already sent the rent to Keller Williams, because that notice came so late in the monthThe first notice that utilities were to be charged back came in the form of a billI then sent an email pointing out that my lease specifically said that I would not be charged for these utilitiesI was verbally notified that I'd be billed during the phone conversation in which the billing was discussedVerbal notices given of such changes are irrelevant for this matter, as the law specifically requires written notificationThe email on May was documenting the phone conversation with me and does not constitute "written notice to each affected tenant" as required by RCW The actual written notice about the change of utilities billing that was sent to me was dated June 20, and was enclosed in the same envelope with the termination of lease noticeThe contract that terminated on July is the contract that declared these utilities were included in the rent.

Tenant was on a month-to-month lease and was informed of impending utility charge back on multiple occasions as detailed below.? First written notice of utility bill back mailed on Feb 25th 2016? Verbal notice to tenant from on-site property manager in April 2016?...
Second written notice of utility bill back sent by email on May 31st 2016? Verbal notice of utility bill back to tenant by phone on May 31st 2016? Third written notice of utility bill back sent by mail dated June 20th 2016Tenant received ample advance notice of impending utility chargeback. Tenant’s last day of lease was July 31st 2016. Tenant was billed for utilities in the amount of $145.27 on July 21st 2016.
