Our daughter paid cash for a tattoo from "[redacted]" at Imperial Designs. Our daughter is sixteen and only has a learner's permit. This means she was given a tattoo while under age and without parental consent. Doesn't one have to be eighteen and show proper identification? This teen was tattooed with no guidelines followed.
