IBS School Of Cosmetology and Massage

I signed up for a massage therapy program that began 1/26/2019. On my start date I found out that the massage teacher had quit leaving my group with no clear instructor guidance. After this first day I decided to withdraw from the program. I had already paid the first tuition installment of $1,050.00. When I withdrew, I was informed that the school would only refund me $514.28 with. The cost breakdown they gave was they would keep $89.28 for one day in class, $250.00 for books, $150.00 for kits, and $25.00 for misc fees. This is not right because I only received 3 texts and one binder from them which didn't equal more than $100. I never received a kit at all. I believe they have unfairly kept more money than they should have, especially because I signed up for a program that didn't even have an instructor.

Ive been a student at IBS for about 4-5 months now finishing up my nail technology certificate and everything was going great until I had my exit interview. Now keep in mind this is the last step I have to take at school before driving up to Salem and take the very last state board test, so I haven't been in school this whole time. I had my exit interview on the 23 of March and collected my diploma from the school on the same day, and was told it might take 2-3 days for my transcripts to get to Salem and when the school sent them I would get a call from director telling me their sent. Based off that information a told my prospective employer that I would be able to start work on April 1st, giving me a week and a couple days to complete the test. Four days go past and I start calling the licensing office and the school to hear an update, transcripts still not there. Couple more days pass and I'm trying to call back and forth to figure out why the health licensing office wasn't getting my transcripts. Then the beginning of last week and the first actual info I got out of them, apparently they fired the director which sent not only me but from what I hear 4-5 other girls back as well, we are still waiting for our transcripts to be sent. Last time I went in to the school they said they should be sent by this week because they had to find a new director and get them approved. Last week the new director was approved but we are still waiting and they cant give the students a straight answer on when they will be sent. Ive received no incoming calls from the school or the heath licensing office, I've exhausted all recourses trying to get this figure out in time and at this point I'm extremely frustrated and at risk for losing my job opportunity because I'm still not able to take this test.
