Hoaagent demonstrates hypocritical practices. Siding with one person and verbally practicing a conflict of interest with another. Claiming they don’t handle issues that pertain to cc & r’s but then back tracking and saying they only handle CC& r’s per Valery today at 1:00 pm. Failure to return calls. Failure to respond to emails. They disable your online account without notice and do not send you the appropriate statements in time for you to make your payments. When confronted they make up lies and say it was a glitch in the computer. They are useless as a company and don’t provide a feeling of security. Why our hoa pays them is beyond me. They are rude and have yet to return a phone call or email by a supervisor or someone who has a backbone or gets anything accomplished. They discriminate against the rules and don’t take action against the home owners who violate my rights and sense of security. They promote harassment and bullying by not taking action against it even after being notified

There are multiple issues between this homeowner and the association board that we've been trying to address in order to quiet down the neighborhood issues. Some homeowners are mad about dogs on leashes that are not being held in the hands of the dog owners, we think that issue has been corrected. Some homeowners are mad that a board member is yelling at them, some board members are mad that a homeowner yells back. Of all the issues we cannot issue complaints or notices for items that we cannot observe and items that are not in our management agreement with the board or stated in the Covenants of the association.
We cannot be there while the neighbors are yelling at each other, therefore we will not be writing neighbors a letter stating that they need to stop yelling at each other. Neighbors have threatened to call the police for harassment when the yelling is occurring, but again, as the management company of the common areas we are unable to be involved in any actions between neighbors.We tell anyone who asks that they should not yell at their neighbor but have no mechanism to ensure that they will not. We can tell every neighbor to stop yelling at each other, but again, there is no mechanism in our management agreement with the board that allows us to police their behavior.
We can document items that are stated, such as leash laws, snow removal, mowing of a common area.
We hope this neighborhood quiets down, but until then and beyond we will continue to work with the board to work on the landscaping and bookkeeping issues.

My wife and I are extremely disappointed that the Cimarron HOA does not enforce their rules. We first reported an incident concerning our neighbors on June 6. Weeks later we saw our HOA agent driving and we had a second conversation. She recognized the atrocious condition of our neighbor’s property did not meet HOA standards. We were promised the conditions would change, especially the removal of the junk basketball hoop that’s been rotting in the same place for years. Nothing has been solved. We put a call out on August 31st and we did not receive a return phone call.
This is beyond frustrating. Each year we are expected to pay $240 to the Cimarron of Spokane Homeowners Association. The point of an HOA is to live in a neighborhood that not only has rules, but also has a system in place to uphold these rules. How difficult is this? If residents just get charged extra fees for breaking the rules, how does that help us when we continue to live next to a house that looks like it belongs in a junkyard? Renters have rotated in and out of that house since we’ve lived here. Never have we had a problem until the current residents.
We’ve taken pictures that showcase numerous violations. Our neighbor has done absolutely nothing to meet the standards set by the HOA. They’ve done nothing to keep up the lawn. They park their vehicle in such a way that obstructs the sidewalk. Their guests park in front of our house because the junk basketball hoop takes up a parking spot. Who is the actual owner of this house? If the renters cannot afford to keep the house in HOA standard condition, they shouldn’t be in an HOA neighborhood.

We know it can be frustrating to not see changes in a terrible yard when it is a rental property and the owner is in another state and not indicating they care about their own property value.
Of the $240 you pay to the HOA each January, only $60 goes to our management company for the entire year's management and the remainder goes towards the lawn care, water bills, snow removal, street lights, fence, drainage parcels, and other common area elements that help support your own property values.
We are relieved to see that between 2017/2018 your property value increased by $18,000 and for 2019 is slated to increase by $24,000 so we do hope the advantages of living in a homeowners association outweigh this one uncaring neighbor and that eventually the process of getting that home in line will prove successful.

I am rejecting this response because:
Thank you for responding, but the fact remains that over 5 months nothing has been done about this house. This is an HOA neighborhood and these renters have broken every rule. “Eventually the process of getting that home in line will prove successful.” As I’ve said, that junk basketball hoop has been in the same spot for years. How has this gone unnoticed? Plows have had to go around it in the winter. We suspected for a long time that the owner of that house is out of state. That’s not our problem. We pay dues to keep this neighborhood to a standard, and it’s taken a Revdex.com complaint to get a response from the HOA when our phone call or letter (with pictures) didn’t get a response. We’ve had to deal with these slobs over Spring, Summer, and now Fall. Even today they continue to park their car in front of our house because of another car in their driveway. They couldn’t park in front of their own house because of that junk basketball hoop and because they were too lazy to pick up their garbage cans from the curb. Let me be clear: when that junk basketball hoop is gone, and promises are made that come Spring these renters will be held accountable is when I will take this complaint down. In the meantime remember something important: my wife and I are the ones that have to live next to these slobs. We expect results. What’s more frustrating than living next to theses slobs is having an HOA that seems incapable of solving this problem once and for all.

It is unfortunate that in some situations a homeowner is so stubborn about their issues that it results in legal action to correct the compliance violations. It can take months to accumulate the violation notices, fines, escalation notifications, all in order to reach the point that an attorney will take on the work to get a judgement that might allow the homeowners association board to correct violations on private property. Prior to any point that a judgement exists, it would trespassing for a vendor to go on the property of the homeowner and it would be theft to take items from their property, such as a basketball hoop belonging to the occupant of the home.I cannot tell you at what point this property is at within this process framework but hoped it helped for you to understand the timeline more to see the extensive steps and concerns.
We wish it was as easy as loading up objects and hauling them away, or mowing a neglected yard. As a board and as a management company we are bound by the processes that protect the organizations.
