Holiday Pools Construction

A man named Mike came to look at my backyard for the potential of installing a pool. He indicated to me that he would email the quote within 3 days. 2 weeks went by and I had not heard from him so I text him. He said he would have the quote to me by the end of the next evening. Still have not heard from him and it's been almost a week longer. If getting the quote was so much of a delay, what does that mean for the actual construction?
