([redacted]). The reason for this is very simple. HSWA owns, operates and maintains a sanitary sewer collection and transport system to which the customer's residence is connected. The sewage flows through HSWA's facilities into sewer mains owned, operated and maintained by [redacted] and ultimately to the [redacted] Sewage Treatment Plant which is also owned, operated and maintained by [redacted].The bill that the customer receives from HSWA is for the operation and maintenance of HSWA's collection and transport facilities. HSWA does not own or operate a Sewage Treatment Plant (STP). Therefore, the customer receives a bill for sewage treatment from [redacted]. If Highland owned and operated a STP, both services would be itemized on one bill with the total cost being relatively the same amount as the total of the two individual bills. When customers apply for service, they are told they will receive a separate bill for sewage treatment from either [redacted] or the [redacted] Municipal Authority ([redacted]), which ever STP their sewage flows to. Some of HSWA's customer's sewage flows to [redacted] Authority's ([redacted]) Ingleside STP. By Agreement, HSWA includes [redacted]'s charge for sewage treatment as a separate item on the HSWA bills and passes the revenue on to [redacted].[redacted] and [redacted] choose to send their own bills for sewage treatment. Occasionally, customers call to ask the same question of why they receive two sewer bills. They are given the preceding explanation. Most can comprehend the explanation, some can not.I hope my explanation is adequate. If you need additional information, please contact me at [redacted].Regards,HIGHLAND SEWER AND WATER AUTHORITY[redacted] / Assistant Manager
Review: Hi - This might be a really big issue. The Highland Sewer and Water Authority charges me for water (which is normal) and sewer (which is unethical). I already pay for sewage. Every month the [redacted] Sewage company charges me $25 - $30 for sewage. I do not have two sewage pipes. I just have one pipe and should pay one disposal bill. However, the Highland Sewer and Water Authority sends me a bill for sewage disposal (for about $25 - $ 30) every month. I currently pay twice as much for sewage as I do for water because I pay two different companies for the same service. I would expect that the neighboring households are also being taken advantage of by the Highland Sewer and Water Authority. I contacted each company, neither one gave me a straight answer. The answers that I received gave me the impression that neither the [redacted] Sewage company nor the Highland Sewer And Water Authority knew that the other one was charging for sewage disposal services. Of course , that explanation seems crazy. Do you think I should contact law enforcement agencies? Their actions seem criminal.Desired Settlement: I would like a refund for all of the over charges.
