Harlem Lofts

Review: Robb P[redacted], president of Harlem Property + Redevelopment, a home improvement contractor, was not transparent in his billing practices, and refused to answer questions or meet with my architects and me who questioned his excessive and duplicate billing. Both he and his Chief Operating Officer, who represented him on billing matters coerced me into making an excessive payment under the threat of legal action and placing a lien on my apartment. He indicated that the company would not return to finish the work unless I made this payment and they would allow me the opportunity to present my questions and documentation about the contract and billing. When I did so and requested an invoice review, I was refused a meeting, and was further threatened with legal action and a lien. I pursued a request for refund with my credit card company. This contractor/merchant knowingly provided falsified information to the credit card company that was investigating a refund on my behalf.

Additionally, he did not complete work as contracted, and left a list of 18 items undone or in disrepair. This includes a poorly done plumbing job that flooded my apartment.Desired Settlement: On June **, 2015, at the time of the walk-through inspection, I was presented with numerous invoices I did not understand. I had already paid the full terms of my contract--in fact, in excess by $2,488. My architects and I questioned the invoices, and, as noted above, I was coerced into paying $8,500 towards this amount until it could be fully reviewed and documented. I have documentation to support this charge was fraudulent and unwarranted and I am requesting refund of the $8,500.
