Review: Order and payment for diapers were made in April 2013. Never received order. Asked for refund. Was never contacted back and never received refund.

On April 23rd, I ordered and paid for (via PalPay, Receipt No: XXXX-XXXX-XXXX-XXXX) four prefitted diapers with snaps. The cost was $34 plus $6 shipping. The materials to make the diapers were out of stock until May 1st. On May 22nd, the seller informed me that the wrong size of material was sent and that she had just received the correct size that day. On June 18th, I contacted the seller to see if she had made the diapers. She responded, saying "Yes, I am almost done with them." When asked about the diapers on July 10th, the seller responded, "Shipping this week." After no diapers were received, the seller was contacted again on August 12th and August 22nd. I asked if she had sent them. On August 23rd, she promised to get the diapers out on Monday (August 26th). On August 29th and September 4th, I requested that the prefitted diapers or some combination of all-in-one diapers or a refund be sent. After receiving no reply, I contacted the seller through phone on September 7th. The seller answered. I asked if it was her, and she responded, "Yes!" After telling her who I was, she acted as if there was a bad phone connection. She did not answer the second call. I left a voicemail, requesting a refund be sent to the address on my PayPal account. She was contacted again on September 9th to verify that she received the phone call, but a response was never received.Desired Settlement: I would like a refund of $40 to be sent to my mailing address.
