[redacted].Please review the enclosed Eyeglass Prescription policy handout that is displayed in our office  and is also sent in our Welcome Package to new patients. It clearly states that many insurances do not cover this service and that the fee is the responsibility of the patient. We offer a reduced price to patients who pay upfront due the cost related to sending invoices for the service that was not paid at the time of the office visit. This patient previously was covered by a vision insurance that covered the cost of the refraction; however, he changed his vison to a plan that Family Eye Group does not participate with. Patients need to be responsible to inform us of a change in their insurance coverage and to verify that the practice participates with theirinsurance carrier. This patient failed to do so. Our policy regarding payment of the refraction fee is nor an illegal practice of the Federal Trade Commission's federal regulation as alleged by the patient. it is my understanding that the purpose of the FTC was to prevent unfair methods of competition in commerce. Congress then passed additional laws to give the agency greater authority to police anticompetitive practicesand unfair and deceptive’ acts or practices. Our refraction policy is not a violation of the Federal Trade Commission's regulations. I would recommend that the patient directs his concern regarding non-payment of refractions to the Insurance Commissioner or his health insurance carrier.Sincerely, Joan R.; CMMPractice Administrator
