Good morning, I am responding to Revdex.com complaint ID: [redacted]. The complaint was filed by [redacted] in response to charges received on his water utility account. The water utility billing is processed through the City of Elyria Public Utilities Office. The account in question is...
[redacted]. The service address is [redacted], Elyria, OH. The account was initiated 5/1/2015 and discontinued on 6/15/2015. The account charges due are $89.85. The breakdown for account charges are as follows: Water - $21.37, Sewer - $28.66, Refuse - $35.86. The City of Elyria assesses a minimum billing for the utility service. The minimum billing is constituted per the City’s Codified Ordinances and is established for each billing year. The minimum billing is established for consumption usage between 0 – 3 units. The City of Elyria uses hundred cubic feet (hcf) as the standard unit for meter reading and billing calculation. Minimum charges are established for all active water utility accounts. A per unit charge is calculated for each unit of consumption over the minimum assessment. I have included a copy of the year 2015 ordinance for water charges to serve as an example. The refuse charge is a constant monthly rate set yearly per ordinance. In summary, all City of Elyria water utility accounts are assessed minimum service charges for active accounts. Those charges are established per the Codified Ordnances of the City. The minimum consumption charges are established for consumption between 0 – 3 hcf. If an account is active, it will be charged the minimum assessment of 0 – 3 hcf and a per unit cost for each unit over the minimum.
