Edwins Towing

The company towed a service vehicle without obtaining authorization from the park manager prior to towing vehicle.

On 2/2/2018, I parked my vehicle at ***, around 7:25pm, for about one hour and half. There were two different signs posted one indicating : Private Property Customer Parking Only Unathorized vehicles will be towed at owners expense. This sign had a different towed companies name, not Edwin Towing information. The other sign facing away from my view Iam assuming this would be the entrance sign had the company that towed my vehicle, Edwin's Towing:the sign included these two vehicle codes vc 22658-A and vc 22500.1. When I called the phone number on the sign, 909 983 5100, the lady who answered the phone adviced me that *** would give me a call back.
*** called me back about 5 minutes later and told me he had my vehicle and the amount to release it would be $435, but would release my vehicle for $400 CASH ONLY. I told *** I did not have cash and only had my credit card. I need to add I had my 4 year old daughter with me and was left stranded in a city I am not familiar with. I proceeded to tell him the banks were close and I would not be able to withdraw this amount. He responded he only takes cash due to the front office being closed. I had to ask my friend to help me pull this amount from the bank we had to go to three different ATMs to withdraw the money he was charging. The receipt he gave me does not have the information of the individual who authorized the tow from the private property. The business was closed there was no one in the business as the parking lot was empty. *** advised me that he had a contract with the business. From what I have researched regarding the CVC 22658 someone from that business needs to report to tow the vehicle, and a tow company cannot take it upon themselves to two unless I am in violation of parking by a fire lane, by a fire hydrant, or blocking entrance or exit, which I was not. They left me stranded with my 4 year old daughter at a dangerous time and location. Forcing me to withdrsw cash from three different ATMs after 10pm.
I believe this company is doing predator towing and towing without proper written authorization and forcing people to pay cash when the law clearly states valid credit card must be accepted. I did not get my vehicle back until 11:25pm. I would like to be reimbursed for wrongful tow of my vehicle. I do have two witnesses that heard or *** informed he would only take cash.
