Desert Community Bank's Non-Customer Check Cashing fee is indicated on their Fee Schedule documentIncluded on the following page is a sample of our Desert Community Bank Fee Schedule (dated 2/17/15); reference to the Non-Customer Check Cashing fee is circledWhile this document is normally given to customers at the time of establishing a deposit account with the Bank, it can also be provided to a non-customer if there are questions regarding our fees
An individual can negotiate the check at their own bank, thereby avoiding the non-customer check cashing feeAlso, when the fee is disclosed, the individual can decide not to cash the check in order to avoid the fee
In order to avoid future fees for cashing a Pell Grant check drawn on the Barstow Community College, we recommend that *** *** open a Student Plus checking account with Desert Community BankAs long as proof can be provided of enrollment at Barstow Community College, the Student Plus checking account will not be assessed a monthly service charge; *** *** would also avoid the non-customer check cashing fee as long as an account was maintained at the Bank

I don't agree for one reason the bank don't have any supporting documentation presented here in this form to confirm that there ever been any documentation to show that this Bank can by law charge a fee on a check drawn up by Desert Community BankI will not be push to have a bank account to cash a Pell Grant check that is drawn up by Desert Community Bank that I believe the Barstow College paid to have distributed by this Bank and this Bank have a obligation to cash without a feeThis is not a personal check, payroll check or any other check drawn up by any other Bank, but a check drawn up by Desert Community BankSo please support your statement other than making a statement but not any supporting documentation that is supported by the FTC that a check drawn up by the Bank can charge a feeHowever, if you have any documentation that support you statement and the effective date it was established please present it

This is in response to your letter dated May 11, 2016, regarding additional comments made by *** ***; these comments were in response to the Bank's initial reply dated May 5, The original complaint indicated that *** *** was assessed a $Non-Customer Check Cashing fee when presenting a check drawn on a corporate account maintained at Desert Community Bank
There is no federal law that requires a bank to cash a check for noncustomersMost banks have polices that allow check cashing services only for customer who have an account with themFor further reference visit the Federal Reserve Consumer Help page at https://www.federalreserveconsumerhefp.govReview the information under "Con a bank refuse to cash my check" where it states "There is no federal law that requires a bank to cash a check, even a government checkSome banks only cash checks if you have an account at the bankOther banks will cash checks for non-customers, but they may charge a feeYou should shop around for the bank that best meets your needs."
Additionally the check was drawn against Barstow Community College's checking account with Desert Community Bank, not a Cashier's Check or Money Order issued by Desert Community Bank where a fee would not apply
