Review: Owner turns of the hot water to the carwash. Says it costs too much. No soap with High Pressure wash.Desired Settlement: I feel that the owner is defrauding its customers by not supplying the above stated facts.

1. There is no law that states you have to supply hot water at a self-serve car wash. Currently, 90%+ of all serve serve car wash's in California do not provide hot water with their wash. There are new soaps that did not exist before that can wash a car with cold water. Also, there is NO SIGN ANYWHERE AT THE CAR WASH THAT STATES WE USE HOT WATER. How can I defraud someone if I'm not stating we are using this product. We do use a passive solar system that warms the water to 80 or 90 degrees. 2. The customer is right, bay #2 was not putting out soap. I had neck surgery on December 7th and until recently was unable to do any repairs. My employees did not notice the issue. It was fixed two weeks ago. The soap was intermittent and the issue was dirt stuck in a solenoid. 3. I have owned the car wash for 25 years and this is the first complaint I've ever had about the self-serve car wash. [redacted] - Owner

I am rejecting this response because:See attached pdf file from [redacted] a large company who puts in carwashesReply to number 1: There may not be a state law about hot water however most of the customers assume they are getting it. And if they assume that, then they are being defrauded if they don't get it. Where does Mr. Lowenstern get he information about 90%? Of the 90% I use they do provide hot water.Number 2: I was there Sunday sept 27th and it was not working properly. Number 3: I spoke to Mr. [redacted] about 2 or 3 yrs ago and complaint about no hot water. At that time Mr. [redacted] told me that he turns the hot water off in febr/march because it cost too much.[redacted]
