My husband and I used this company to have an oil tank removed from the ground at our previous home. Originally the job was quoted for $3600. We had to pay $1800 as a down payment. On the first day the company came out, a pipe was discovered near the tank and the company would not remove the oil tank unless we had a plumber. The oil tank had also leaked. So, we had to wait another week for the company to come back along with the plumber. This is where the job turned into a nightmare. The oil tank was removed about two weeks before we sold the home. The contaminated soil was left on tarps in our front yard and not removed until the day before closing. The front yard was torn up because of the backhoe and truck. We had to pay over $900 to a landscaping company to bring in 3-4 loads of dirt to fill in the hole, level the yard because of the ruts, and plant new grass. The job cost just under $10,000. I had asked for a breakdown of the cost as this was going on. I was told that I would be receiving one through email. When I didn't receive an email, I called after settlement and left two messages. My phone call was not returned. I was finally able to speak to someone, John. I again asked for a breakdown of his services. He stated that he gave my husband and I a reasonable price. He claimed that he did not have time to make an itemized bill. He also said that his years of experience should be good enough for me to know that he was a fair business man. As I was trying to explain why I wanted an itemized bill, he hung up on me. I feel that my request was not unreasonable. I also feel that his behavior is unprofessional. He did not have to hang up on me. We paid the company close to $10,000 and I think I deserve to know how that amount was calculated.

Coventry Environmental Associates, Inc. (CEA) provides the following response to the referenced complaint.
1- Please note that this is the only complaint received against CEA in 22 years of business.
2- The pipe was possibly the sanitary sewer lateral underneath the tank. A second mobilization and associated cost was required to make sure a plumber was on site to handle the repair. If the line is broken and not repaired during tank removal and soil remediation, sewage would back up and possibly leak inside the residence. If not repaired immediately the plumbing would not be useful and since the homeowner had small children, this could have been a very serious issue.
3- The contaminated soil could not be removed earlier since waste classification lab analysis and approval into the disposal facility is required. CEA expedited the lab analysis at extra cost and top listed the job to complete the work prior to closing on the home, which was achieved, in addition to a successful soil remediation allowing the home to sell.
4. There was substantial contaminated soil removal and staging required which requires heavy equipment. In order to make closing we loaded out the soil the day before closing on the home during the rain. We rarely load out soil in the rain but we made an exception in this case in order to make the closing date. Doing this was hard on the lawn (lawn. repair is clearly excluded in the terms of the contract). I mentioned to her husband that the lawn needed a load of sifted soil which we would have provided and spread only for the cost of the soil, but the husband declined and stated that that was the responsibility of the new buyers. .
5- Total cost of the job was $9.369 less $4.000 reimbursement to the customer from the state via the cleanup fund (CEA handled all application submittals). Final cost to client was $5,369 ($1,769 over $3,600). At load out of the soil, the husband noted that given all the extra work in site remediation, cost was only about $2,000 more than budgeted.
6. CEA does not provide cost breakdowns unless there is an appropriate reason.
7. After substantial discussion with the customer on the phone, it was clear that no progress was being made and I politely hung up. "

I am rejecting this response because:My desired outcome was not achieved. I asked for a breakdown of the cost. I still have not received this.
Here is my response to the points he listed in his letter.1) I am not questioning his track record. 2) I did not question his recommendation regarding the pipe under the tank.3) The timeframe of removing the soil was not an issue. We were told it would be removed before closing and it was.4) We were not told that removing the soil during the rain would be an issue. It was also not raining when the he started removing the soil. Plus, the soil sat on tarps on our lawn for almost two weeks and it did rain at least once during that time. It took 6 loads of soil to level off the yard. 5) He has still not explained the breakdown of the bill. For example, how much soil was removed and how much does a cubic yard cost to remove? 6) I think I have expressed a valid reason for requesting a breakdown of the bill. For example, our propane tank was filled and the bill was based upon how much propane was dispensed in the tank.7) He did not politely hand up on me. I had left at least two messages prior to the phone call which he did not return my call.
