Review: [redacted], Division Credit Manager has put into place and refuses to change i.m.h.o. unethical business practices which interferes with consumers and contractors business relationship in the event the contractor purchases goods and/or services from Consolidated Electrical Distributors (CED).
I originally contracted with Natural Energy to install a solar system at my residence. During the installation, I received a "California Preliminary Notice required in Section 3097 of the California Civil Code". The letter went on to suggest that I do not pay the contractor until I receive a release notice from CED stating that they have been paid. After spending time away from my family to research Section 3097 of the California Civil Code and running the letter by legal counsel, I decided to contact both parties involved. After calling both Natural Energy and [redacted] (of CED) I found out that Natural Energy did buy goods and/or services from CED for the Solar System being installed at my resident. Also, Natural Energy is a very good paying customer in good standings with CED.
[redacted] and I disagreed what is considered good and ethical business practices. I also mentioned that this "interfered" with the relationship with Natural Energy and myself and the financing that was in place. [redacted] seemed to not care about causing me (or anybody else) time and trouble. I mentioned that this practice should not be in place when dealing with good paying customers. Again we disagreed.Desired Settlement: I wish to have an apology letter sent to me. Also, so that others do not have to go through what I did, I wish CED would quit sending out notices to property owners when the contractor whom purchased their services and/or supplies from them is a good standing and paying customer.
I.m.h.o., a good company would have buckets for their customers, those that pay and are financially sound (hence no letters should be sent) and those that do not pay or are not financially sound (letters may or may not be sent).
Until this occurs I am telling everybody I know not to do business with anybody whom is or might do business with CED as their current business practices would result in similar letters and hassles.

We take all complaints seriously and greatly regret that Mr. [redacted] feels the way he does about CEO's business practices. By following California Laws and Statutes that govern construction projects CEO is simply conforming to industry best practices and standards.
We send a courtesy letter in advance of the solar property owner receiving the certified mail that has the California Preliminary Notice enclosed. Our goal is to inform the property owner of the impending letter and attempt to explain the process. Our hope is that the property owner will appreciate the advance notice and information. Unfortunately Mr. [redacted] did not accept the information as having any benefit. We apologize that he feels the way he does. It was certainly not our intent.

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint. For your reference, details of the offer I reviewed appear below.
The letter did apologize but stated that "CEO is simply conforming to industry best practices and standards." but neglected to state where these "industry best practices and standards" were defined other than their own. Their business practice is i.m.h.o. and most consumers, bad business practice when dealing with people that pay their bills on time which I and the original contractor whom was contracted to do the work do. By their own words the original contractor was a really good paying customer.
