On June1,2013, Mr.[redacted] allocated [redacted] to section 8

apartment at no.[redacted] failing to assist him to apply for oil payment assistance from the department of energy assistance in

Dover. [redacted] failed to assist [redacted] to apply for oil payment assistance from the department of energy assistance in Dover.

As a Result [redacted] did not have any money to pay for oil during the residential year of [redacted](landlord) lease, June2013 to June 2014.

[redacted] was paranoid, isolating himself in his apartment for a long time, possibly many hours, and needed urgent assistance from a social worker

to apply for oil payment assistance.
