College Pro Painters PM 2018

On 4/21/2018 we signed a contract to have one side of our shop painted. As it was considered to be a small job, we were told it would be “fit in” between larger jobs. We were fine with that. We gave Mr. a down payment in the amount of $103.48 & notified him that we would be out of town between July 12 & July 27.
Four months later, when the shop had still not been painted, we called Mr. & requested a refund, as we had decided to install new siding, instead. He agreed to refund our deposit. We have since called him four times requesting the return of our deposit. The last time, my wife spoke with him & was told that he had to do “a lot of paperwork” before he could send the refund. How hard is it to put a check into an envelope & mail it?
We are on Social Security, & $103.48 is a significant amount of money to us. We would like our refund!
