Clean Cuts Barber Shop

I took my 13 year old son to receive a hair cut at Clean Cuts Barber Shop. My son asked the barber on duty named Jeff if he could provide him a hair cut and specifically leave the top alone. My son is an African-American male with locs on the top of his hair. He has been growing his locs for three years. Most barbers know to use a device such as a rubber band to hold the hair on top up and in place while they fade the perimeter of the hair. This was not done. My son returned to the car and had approximately two inches of hair cut out of his head from the root! Apparently, the barber free-handed his way around my son's head and pushed his fade and hairline up, causing me a large number of his locs to partially be hanging out of his head and hanging on by very small strands. Essentially, my son had to watch patches of his hair fall out and on his shoulders because a barber was completely incompetent. No owner was present to speak with and the barber did not properly show my son what he did to his hair, did not do the customary brushing off of the loose hair, nor did he place alcohol around my sons head for sanitation purposes. He knew he made and error and tried to leave the shop very quickly after. I would like this issue to be reported and also plan on reporting this to the proper board of licensure.
