City of Kinston, NC

I've been trying to despite a bill with the City of Kinston electric since January 2018. I was billed for services rendered January and February of that year.I called The city of Kinston January 24. 2018 and informed them I did not reside there the entirety of that month and requested a reread of the meter, and dismissal of service. they have record of the "reread" but not the disconnection. so they proceeded to charge me for January and February. I did not reside at that residence billed after January 1. I was able to prove this via email correspondence with the rental agency. ***, confirmed my departure January 1, 2018 with the city of Kinston. They still proceed to bill me for services NOT USE!
The account was finally terminated Feb 10 2019 when the current tenant moved in and changed the services into their name. This was done via a 919 or a 910 number. not me.. I've always been 252.
So even with proof of residency and departure (as the city of Kinston requested for termination of the bill) they still continue to say I owe. $660.76
