Citibank, F.S.B.

Discover Student Loans (bought out Citibank) and continues to bill me twice every month withdrawing from my checking account even though they are not authorized. I have called them every month for several months and they "say" they will correct the situation, but don't. My electricity is now being turned off because they are holding the funds I need to pay that bill. I cannot have this happen every month.
