Checker Cab A Cab

I have used taxi services for the past 5 years. I KNOW that it is illegal for taxi services to charge for the time; that the mileage is only allowed when the trip is straight; that time can be charged when there are stops during the trip. On 4/11/14 I used Checker cab to take me to the VAMC. When I told the driver he needed to put the "TIME OFF" on the meter, he stated that the OWNER told him not to. I even called the dispatch to resolve the situation and got nowhere. I have used taxis for 5 years and I know the trip price from where I live to the VAMC!!! A trip that typically runs about $15.00 and change ran $17.25!!
