Review: In early March 2015, I submitted a request through Thumbtack online to find a company that could renovate our church pool. Robert "Bob" L[redacted] of RLI Technology, which also operates as Central Virginia Generators (both names are on the contract) was one of the people that responded to the request. Shortly thereafter, I met with Bob several times discussing the renovation process, time constraints, and other issues before we finally signed contract. This was a $9500 project and RLI Technology was given a check for %40 of the total cost. The remaining 60% was due once the project was complete. Bob and his crew initially started off strong for about 2 days. After that, Bob quit communicating with me and blamed his absence on the weather, vague hospital stays, materials delivered to wrong addresses, and so on. Bob continued to reassure me the pool would be completed and opened by Memorial Day as promised. However, days and weeks would go by without anyone from RLI Technology/Central Virginia Generators showing up. Once the Memorial Day deadline passed, Bob totally quit responding to any text messages, phone calls, or emails. When threatened with civil litigation, Bob contacted me twice informing me that the church owed his company over $3000 for work performed. A new company has since been hired to renovate the pool and they have done more in two days than RLI Technology/Central Virginia Generators did in almost 90 days. Bob L[redacted] of RLT Technology/Central Virginia Generators talks a good game and seems knowledgeable. However, he actually has no clue as to what he is doing. He did not complete one single task of the renovation; he used silicone caulking and duct tape to replace pool tiles; he incorrectly wired a GFCI outlet near the pool; he left the front and back covers off eight different electrical boxes creating a huge hazard; he disconnected our pool filters and left them; he never bought items he said bought with the down payment; & he LIES!!Desired Settlement: We want the entire 40% deposit that we paid returned. Bob L[redacted] and RLI Technology/Central Virginia Generators caused way more harm that good. Every single task that they were working on has had to be entirely redone. Furthermore, our church pool area was left in a hazardous condition and the pool that we only get to use for a couple months out of the year, won't be open now until July instead of May as Bob had promised. Bob was VERY eager to get the initial deposit, because he said he already bought the filters and lights without payment, because we are a church and that he needed the payment, because his boss was upset with him over the matter. Turns out that Bob never purchase anything besides four gallons of paint that he put on a portion of the pool and he even did that incorrectly. We want our entire payment returned.

Review: I hired Robert L[redacted] to move an electrical box on the side of my house in preparation for having a deck built. He was not known to me at the time, but was recommended by DAK construction who built my deck. Bob came promptly and dismantled the box, attached a new wire beneath where the deck was to be positioned, and told me that the rest of the work was to be completed by Dominion Electric Power. The rest is comical if it were not so infuriating. I have waited over two months and I still have the electrical box hanging from the side of my house. In retrospect, I made two gross errors: hiring him without checking his credentials and paying him in full before the job was complete. I have been chasing him down ever since. Mostly, he does not return my calls or emails, but when he does he makes false promises. He gave me a work order number from Dominion which appears to be fake. I am not even sure he has ever contacted them. My complaint is issued against Central Virginia Generators, but the complaint is really levied against Robert L[redacted]. I suspect his company may not even exist as there is essentially no information on the website indicating that it is anything other than a cover.Desired Settlement: I would like a full refund of the money I paid him to accomplish the job, so that I may hire a trustworthy party to complete the work. I would also like to have a full profile on Bob L[redacted] as I suspect other complaints have been filed against him (either business or personal). I want to protect other consumers from his totally unprofessional operation-- a real sham.
