The resident was released from the lease and deposit is being refunded. The lease has no clause for release other than Military clause. We found the resident to be unhappy and released her from the lease. The apartment was exterminated as requested immediately and the pest control stated that only 3-4 roaches were seen in her apartment.

You are correct. However, a habitable apartment was also to be provided, as per the leasing contract.
Because that need was not met, I see no reason why the "no refundable" nature of the $299 fees have to be met either.
