I received resposne from a retailer who forwarded my complaint and was told, which is the same information I received, "CP has noted that if the recipient of the delivery is not available and no safe drop location is available for the delivery than a delivery notice card of left for pickup and a local postal facility."
Retailers should use shipping services as purchases are not regular mail service
