California College of Art has shown systemic issues against low income student by utilizing his financial aid ( DOE Plus Loans) and not providing any advising (Dean of Students, Provost or Academic Dept) after he left for his fathers stroke in first 9 days of class. The school gave an approved Leave of Absence then charged him 28,000 dollars. Following an intense appeal, it was brought down to 12,000 dollars and CCA demanded the student to pay it of his next semester cost of living/ attendanve funding provided by the Department of Education via his federal Plus Loan. This is not allowed by DOE. When student couldn’t make the 3rd payment CCA then proceeded to act in tactics to dismiss him from school. On the appeal with the CCA academic committee, the student had also been under a serious misdiagnosed internal abscess by 3 hospitals prevented for 3 years and it was found after an ER visit. The fistula/ abscess tract was located where he sits and had caused blackouts and fainting during the semester of his dismissal.
The 2016-2017 academic year began with his fathers two strokes and him leaving on second week of class with approved LOA and his internal abscess was the cause of much confusion and extreme fatigue out of his control as he seen over 5 specialists and 3 surgeries.
California College of Art refused counsel and review of surgery of an internal abscess which directly affected his ability to attend class and function overall in addition to allowing him to return to school after an official approved leave of absence for his fathers strokes. The school allowed him to return after the LOA but placed him in a financial situation that illegally misused his financial aid by Dept of Education, a payment plan that assigned 4,500 of his 6800$ to be paid during the Spring semester of 2017.
The Office of Enrollment Services and the Registrar issued the primary actions of this case.
