Boston Hot Air Balloon Rides

In early June 2013 I contacted[redacted] through email after viewing his website (http://bostonhotairballoonrides.com/) to arrange a hot air balloon ride near Boston, MA between 2 and 5 July 2013. Mr. [redacted] requested a down payment of $250.00, in cash or check, be sent to him prior to scheduling the ride with the balance of $250.00 due on the day of the ride. Mr. [redacted] cashed the check in June 2013. When the day of the ride approached, Mr. [redacted] began texting me that the weather would not support the ride. Mr.[redacted]'s text messages about the weather did not match the weather reports at the time. When I had to return to base in early July 2013 for deployment to Afghanistan, Mr. [redacted] said he would refund the money from the down payment. Mr. [redacted] has texted and emailed me concerning this saying that the money was about to be sent several times. In July 2014 Mr.[redacted] again promised he would refund the money. He has responded via text message confirming he would refund the money. I do not believe Mr. [redacted] has any intention of refunding the money, nor ever providing the services (hot air balloon ride) that was negotiated for.Product_Or_Service: Hot Air Baloon RideDesired SettlementI would like Mr.[redacted] to refund the $250.00 down payment, which he deposited, for services not rendered.
