An offer was not made by the seller and he is not complying with the e receipt. E receipt states no refunds unless merchandise has a manufactures warranty which it does. Seller refuses to provide merchandise or refund. He should not be allowed to keep any money paid for an item of that was never received by the buyer. This is theft. Either produce the merchandise that was purchased and remaining balance would be paid upon delivery or refund money in full. The only offer made was worded in a fashion that I would receive merchandise "as is" potentially indicating that merchandise delivered would not be what was ordered.
