Dear Sir:
In response to complaint made by [redacted]:
On October [redacted] brought his vehicle into my shop and asked one of my employees to check his car for safety as well as if he would pass inspection. My employee checked the car for safety and told Israel to whom he knows very well that he is going to need parts on his front end including upper control arm left and right; 2 outer tie rods and a wheel alignment. My employee asked [redacted] if he had a problem with emission of the car to which [redacted] responded that everything is ok and that he never have a problem with the check engine light. My employee responded to that saying the car will not pass inspection if he has any trouble code from the ny state inspection machine.
[redacted] approached me and inquired as to what will be the price of the repairs including parts listed above plus labor plus the inspection. The price was quoted approximately $500 if the car passed inspection. At this time [redacted] gave authorization to repair his car. Before leaving for home he asked if I would be able to give him a break by not charging the $37.00 for inspection because her didn't have enough money, I told [redacted] at least 2 times that if there is any problem with check engine light the car may not pass inspection. I also agreed to give him a break in price by not charging the $37.00 for inspection whether he passed or not.
The repairs were completed, we then put the car on the inspection machine and we found out that the car did not pass inspection. It turned out that [redacted] had no check engine light bulb in his car. I called him immediately, he came right away and started harassing myself as well as my employees screaming that he wanted us to give him a passing inspection sticker which is illegal and there is no way I would do that. There is no way any car would leave my business with a passing inspection sticker if the car failed.
I offered to provide him with a check engine light bulb and I told him he had 2 oxygen sensors that failed. He continued screaming and pushing and threatening at which time other customers in my shop called the police. [redacted] left the car in the shop and went home without paying.
The police came after the shop was closed. In the morning I called [redacted] and I offered once again to install a check engine light for him and told him he can bring the car anywhere else for the additional repairs he would need to pass an inspection. [redacted] then came to shop to pick up his car. I installed the check engine light bulb for him at no charge. He paid me $475.00 the price that I adjusted to make it lower for his convenience. The complete bill after being lowered included tax, inspection fee and all repairs listed above.
[redacted] paid his bill in full and left a tip as well.

Review: On Tuesday, October [redacted] of this year, around 2:00pm I stopped by at this mechanic shop to get my inspection done for my '97 Ford Explorer. I made it very clear to the mechanic that my sole intention for stopping by was to get the inspection done. He quickly began working on my car, removing tires to check for brake issues and other stuff. I asked them how much it would cost to fix everything they said was needed to be fixed in order to pass the inspection and they said $500 dollars. So I double-checked with them and asked them again, "is this the sub total charge to get the inspection?" And they said, "yes." They told me it'll take about three hours. So I went home (since I live nearby). Three hours later (5:00pm) I get a phone call from the mechanic shop. They said, "I'm sorry but we can't get you the inspection because there are additional problems with your car. So I went down there and argued with them, claiming that they promised me that for $500 I will get my inspection done! But they wouldn't listen.

As of now, they're holding my car and not letting me take it unless I pay $500 dollars - which I refuse, unless it includes completing the inspection (passing the inspection, as they assured me to begin with).Desired Settlement: Two options: 1) they complete the inspection process for the original agreed-upon amount of $500. 2) I only pay them $350 dollars for the work they did already and nothing more.
