All Designs Concrete Overlays

I hired him for work. Delay and not finishing work. Many excuses, abandoned job and not completing. Took $2,900 and asked check to make out to his wife ( red flag ). Mr. ***,owner of All Designs Concrete Overlays was hired on April 27, 2020 to paint my garage floor. The agreed price was $2600 and I gave him his requested deposit of $1300 by personal check #1321 which he promptly cashed. His invoice shows a starting date of May 7th. He failed to ever start the project and gave nothing but excuses when I called him. After it was apparent he wasn't going to do the work I texted him on May 14th, canceled the work and asked for my deposit to be returned. He returned my msg on May 26th. He seemed sincere and agreed to return my deposit. It's been several weeks and no refund after several msgs and phone calls to him. My last call was on June 9th and was not returned.
