I am in receipt of complaint ***. Thank you for the opportunity to clarify the facts on this case.
Customer’s Statement of the Problem:Paid purchase within 30 minutes I cancelled they refuse to give refund
Response: The customer made a same-day reservation for a car rental and paid for it with a debit card. This reservation is time-stamped at 2/2/2020 at 8:31 a.m.
When customer arrived at the rental agency, he learned that he did not qualify to rent a car because he used a debit card and did not have a major credit card in his possession. The rental agency cancelled the reservation because the customer did not qualify to rent a car from this agency.
Customer’s wife called two days later,not 30 minutes as indicated. We have the call logged on February 4that 10:51 a.m. At that time, she was informed that there would not be a refund due to the violation of the terms and conditions as outlined in the rental agreement.
There are three individual locations where customer is notified that rental must take place with a major credit card. Customer is also notified that there is a no-refund policy if the terms and conditions are violated.
Customer admitted he “clicked through” the pages and made his reservation without clicking on the “View Rental Policy” link. This means he did not read the Terms and Conditions and also admitted he did not pay attention to the disclosures about needing a major credit card that appear on both the driver info page and on the checkout page.
Disclosures as attached:
Terms and conditions #1 “In the event that you fail to produce a valid credit card or have insufficient funds available, the car rental agent may refuse to release the vehicle. In this instance, no funds will be reimbursed.”
Renter Requirements on check out page (customer’s check out page is attached – Identifying information redacted) which clearly states “Present a major credit card in renter’s name at the time of rental.”
Driver Contact Info page : “You’ll need to provide a credit card in the name of the driver at pick up. Debit/cash cards not accepted at pick up.”
Given that Access made three good-faith attempts to disclose all pertinent information to the customer and that customer did not avail himself of the opportunities provided to him to be an informed consumer, we do not feel a refund is warranted. The terms and conditions and disclosures are prominently displayed and readily available. We are third-party provider of these services and have no control over what policies the rental car agencies enact. This is why we make sure that those policies are clearly stated and make every effort to facilitate a transaction free of mis-understandings.

I signed up for this service for $1.00 a Month, the next day I got a charge for 24.99 on my bank statement. I called the company to resolve the issue and refund for 23.99. I was told that I did not enter the saving code which was 3333 and I put that into the form, I was told that I did not and that they would cancel the service, so that I would not be charged in the future. I asked them for a refund of 23.99 and was denied and told that I must not have put the code in, I informed that I did. Stated there was nothing they could do. I asked to speak to a manager and they were all very rude, told the manager what the problem was, she informed me that they could not refund I asked to speak with someone higher then her and was informed that I could only speak with someone lower there was no one else I could talk to and that no one would do anything for me anyways.

After conducting research, we discovered Ms. purchased products from Countrywide Periodicals as an added benefit to the materials it provides. Access has no other affiliation with Countrywide Periodicals. Access has no control over the price Countrywide Periodicals charges for its products, nor does it collect any money on behalf of Countrywide Periodicals. Ms. will need to contact Countrywide Periodicals directly to request a refund.
We forwarded Ms.’ complaint to Countrywide Periodicals for resolution of this matter.
I called 888-300-9415 on Jan. 23, 2018 to cancel service. I was asked to leave a message and it would be returned within 48 hrs. Never happened. I again called on Jan. 30, 2018 to cancel service. Again I was asked to leave a message and my call would be returned. Now they have taken money out of my account because they did not call me to cancel this service. I want it cancelled and I want 24.99 returned to my account immediately!

Ms. will need to contact Countrywide Periodicals directly to request a refund.
We contacted Countrywide Periodicals and alerted them to Ms. request. It is our understanding that Ms. received a return phone call and a refund from Countrywide Periodicals. This matter should be closed as reaching a satisfactory resolution.
