2-10 Home Buyers Warranty Reviews (1673)

The Office of the President at Home Buyers Resale Warranty Corporation ("2-HBW") is in receipt of the rebuttal submitted by Ms***. Thank you for the opportunity to review further
We would refer Ms*** to our previous response in which we indicated that all of the independent service contractors that 2-HBW utilizes are all independently owned and operatedThey are also, all licensed and insuredThey are not employees of 2-HBWIf Ms*** feels that the independent service contractor was negligent by not providing a proper diagnosis and not detecting the crack in the heat exchanger, her dispute is with the independent service contractors and not 2-HBWConcerning Ms***’s request for a copy of the phone conversationThat information is privileged and is not released without legal necessity to do so
Ms*** had accepted the cash buyout of $We will not be offering any further compensationThe rebuttal provides no additional information to overturn our decision
Sincerely,
Office of the President

I want 2-to send a plumber to my house to fix the problem I called them about on 3/15/I need to be able to use my water without my house flooding
The Office of the President at Home Buyers Resale Warranty Corporation (“2-HBW”) is in receipt of the inquiry submitted under case
*** by Mr***We have located Mr***’s Limited Home service Agreement (“Agreement”) and applicable claimThank you for the opportunity to review and respond
Our records indicate on March 15, 2018, Mr*** reported all the drains are back up in the homeConcerning contractor availability in Mr***’s service area for plumbersWe do regret that on occasion, 2-HBW will have limited or no approved network contractors to service an area in a particular trade or they are booked and cannot service in a timely mannerWe do apologize for this inconvenienceWhen this occurs, we do give the customer the option to locate their own contractorWe do have this right as explained in the Agreement under the Terms & Conditions; A-“PROVIDING SERVICE… If a service contractor is not available in your area, we will ask that you call your preferred service contractor and request that they evaluate your problem, but they must call us for authorization prior to performing serviceYour service contractor must be licensed and insured.”
A representative contacted the contractor that did attempt to clear the blockageHe advised that Mr***’s system used to be on a septic tankIt was converted to sewer but there was no clean out installed. In order for the plumber to be able to continue to snake further down the line, he needs to dig up the ground in the yard to access the line to install a clean outThe Agreement is not responsible for adding a clean out that is missing in order to provide access to the line as stated in the Agreement’s Terms & Conditions; B-We are not responsible for providing or closing access to covered items, except as noted in the Terms and Conditions.” and B-“There is no coverage for any loss or damage that is caused or made worse by any of the following causes (whether acting alone, in sequence or concurrence with any other cause or causes): missing parts”
In addition, the blockage is outside the perimeter of the homeThe Agreement only covers blockage within the perimeter of the homeThis is stated at the beginning of the Terms & Conditions; “We provide service for covered systems and/or appliances: that are located at the covered address shown and within the perimeter of the main foundation of the principal residence or the attached garage.”
We regret that we cannot be of further assistance in this regard2-HBW has fulfilled their obligations as specified in the terms and conditions of the Service Agreement
Sincerely,
Office of the President

Complaint: ***
I am rejecting this response because:2-set a precedent by covering this issue on two prior occasions. Because of that, I have suffered increased costs. As they note, since this has been denied, I have cancelled my coverage. I would have cancelled my coverage prior to that had they denied the first claim in Sept of (there records should show that I renewed my coverage in Oct of 2016; one month later). It is not my fault that the vendor THEY chose doesn't understand what is covered and what isn't. Second, they bring up the point that they considered this closed simply because I cancelled my account. I still had coverage for the date that the issue occurred and I have yet to receive any sort of prorated refund. They said that they disagree with my statement that they only deny when it is too expensive. What else is one to think when they cover it twice but deny it when it gets really bad? Once they set a precedent that something is covered, they need to continue. They can't stop midway now that I have incurred another year's worth of premiums.
Sincerely,
*** ***

I am rejecting this response because: 2-HBW promised my family that: "Our network of more than 10,contractors are all approved and insuredThey must be qualified to enroll into HBW's program and are monitored regularly and graded by our customersPreferred contractors in your area earn the highest quality scores from our customers and perform repairs for HBW the most quicklyYour favorite contractors are probably already in our network." - from 2-10's website1) The contractor you sent to my home is indeed licensed and insured, however, the two other employees that came to my home are not listed on his insurance policy and their names are not listed in the Texas Department of Licensing and Regulation website***'s insurance policy indicates that he has no employees or subcontractors, however, there were two other people working on my air conditioner, with and without ***'s supervision. 2) *** *** *** does not have a website, yelp, or any online customer reviews with which I can discern "highest quality scores from customers"There is no proof from other customers that he has high-quality feedback.3) The repairs he made were not done quicklyIt took over a month to have my AC repaired from the time of the first incident. In response to your inquiry about my homeowners insurance contacting ***'s business insurance, I have tried thatMy insurance helped initiate the conversation with ***'s insurance, however, they did not have the authority to go furtherI am still trying to get ***'s insurance to initiate the claim, which has also taken them a monthSince 2-falsely advertised the quality and accreditation of the contractor they sent to my home, 2-should be held accountable for the damage incurred by said contractor when they and their insurance refuse to pay for it.

Initial Business Response /* (1000, 5, 2015/07/24) */
The Office of the President at Home Buyers Resale Warranty Corporation ("HBRWC") is in receipt of the inquiry submitted under case XXXXXXXX by *** ***We have located *** ***'s Limited Home Service Agreement ("Agreement") and
applicable claimThank you for the opportunity to review and respond
Our records indicate that the independent service contractor contacted HBRWC on June 24, to submit a diagnosisThe contractor was approved to replace the repairs and the equipment was ordered that same dayThe replacement water heater was available for the contractor on Friday, June 26, and repairs were completed the following Monday
We sincerely apologize for any frustration or inconvenience that *** *** may have experienced during the claims handling processAs *** *** stated, his claim was considered an emergency under the guidelines stated in the 'How Do I Request Service?' section of the Agreement when it states, "In cases of emergency, we will expedite service and attempt to initiate service within hoursAn emergency is generally defined as a service issue resulting in: 1) no electricity, gas, water or toilet facilities to the entire home; 2) a system malfunction that causes ongoing damage to the home; 3) a condition that immediately endangers health and safety."
While HBRWC did fulfil this by having the service contractor out on the same day that the claim was placed, we do acknowledge that it took two days to receive the information necessary to authorize this claimHBRWC strives to provide fast, reliable service and anything less is unacceptableWe will have this evaluated further internally and appreciate *** *** bringing this to our attention*** ***'s Agreement does not give a guaranteed time frame for the receipt of a diagnosis or the order of parts, but HBRWC does attempt to have this completed within hours of initial service as wellA representative with HBRWC did attempt to reach out to the contractor on June 23, to expedite receipt of the diagnosis
We do regret there was an additional two day delay due to the necessary water heater not being readily available in the areaAt the same time, we would note that section B-of the Agreement does state, "We are not liable for failure to provide timely service due to conditions beyond our control; including but not limited to, delays in obtaining parts, equipment, weather delays or labor difficulties."
HBRWC again would like to apologize for *** ***'s inconvenienceWe appreciate him advising our company of his concerns as we do take these matters seriouslyAs the repairs have been completed, we respectfully request that this matter be considered closed at this time
Sincerely,

Initial Consumer Rebuttal /* (3000, 7, 2015/07/29) */
(The consumer indicated he/she DID NOT accept the response from the business.)
As stated in the response, HBRWC reached out to expedite a diagnosis on June 23rdMy initial complain was filed mid day on the June 20th
Furthermore, post the initial complaint, I was forced to pay $in order for the installation to be completedThat was because the contractor provided insists on using "Shark Bite" connections for the hot water heaterThose are simply connections from the tank to the water line and are an alternative to sweating the pipes together that contractors use as a convenience to them because it simplifies the installationThe parts retail for less than $HBRWC refused to cover those costs despite the warranty covering "parts and installation"I had got an independent contractors opinion that those parts were not required, but were simply a convenience for the installing contractor and a way for them to charge more for the projectDespite the multiple delays and inconveniences the multiple customer services representatives I spoke with were not familiar enough with this to understand that these were standard parts being overpriced and misrepresented as requiredThis compounded the delays in forcing additional phone calls even beyond the initial delays
I remain unsatisfied that HBRWC fulfilled their commitments as part of the purchased warranty
Final Consumer Response /* (4200, 11, 2015/08/28) */
(The consumer indicated he/she DID NOT accept the response from the business.)
I'm not sure that the person who wrote the response is actually familiar with the process of installing a water heaterThe warranty does cover parts and labor and replacement of like kindThe shark bite fitting is an alternative to sweating the pipesI was told that sweating the pipes would have been coveredHowever, the contractor sent out refuses to sweat pipes, they always use the shark bitesThe reason for using the shark bites isn't because it's necessary, it's because it's an easier and faster processThe shark bite fitting also cost about $20-retail and we were charged $for the parts
If the contractor you hired refuses to do the installation with parts you would cover, solely for the purpose of their own convenience, than you should cover those parts, as described in the warrantyThe parts were not requiredI have had water heaters replaced before and I have replaced water heatersI am familiar with the process, perhaps you are notThe sharkbite is a slightly more expensive alternative to sweating the pipe that saves about minutes for someone competentThere is no excuse for insisting on that form of installation and then charging me a 400% markup for saving you minutesIt's a lack of understanding of your own business and partnering with unscrupulous contractors
Complaint Response Date bumped because: Holiday

The Office of the President at Home Buyers Resale Warranty Corporation ("HBRWC") is in receipt of the rebuttal submitted by Mr***Thank you for the opportunity to review further
HBRWC does not have control over the costs of non-eligible items quoted by a contractorThe company's utilized are independently owned and operated and the costs that they quote are based on their own labor rates and parts costsThe shark bite kits that Mr*** described are not eligible for coverage per the terms and conditions of this Service Agreement as stated in our previous responses
With this said, as a matter of compromise and not by any admission of liability HBRWC will agree to reimburse Mr*** his cost for this item ($129)In exchange, we respectfully request Mr*** consider this matter closedTo receive his reimbursement, Mr*** may email a copy of his invoice to ***@2-10.com, attention ***

I agree with the resolution of reimbursement for the last serviceHowever, I do not agree with their response that Plumbing Systems returned to the home and replaced the garbage disposal on their second tripActually, it was installed incorrectly the first time and when they came back the 2nd time, they took it apart and re-installed it again
Now, it is making more noisesI have requested that another contractor be assigned to service the garbage disposal

My air conditioner has been repaired and is runningAfter the nightmare of calling HBRWC several times, ***'s HVAC did come and take care of everythingThey also gave great customer serviceI would recommend that HBRWC use them as the primary HVAC service for this area due to their fast and friendly service

My AC was down for more then days , the next Contractor was suppose to get out in another days , we live in Florida (95F) and I had no choice then to hire a on side AC company who came out same day for the RepairsAt this point I want to cancel my Warranty contract and request my Money Back in fullFurther the Contractor who has been send out overcharged us with more then U$ that was done on purpose and fully attentional, I request that Money BackSupervisors are rude and not willing to work a Emergency ClaimI do not wish you deal with 2-Warranty ever again even after years of being a loyal CustomerIf you want to get stuck in Florida heat for over weeks and 2-Warranty sends out Subcontractors who showing up in a Trash Truck, ( prior Company RCA Air damaged AC and did not payed for repair ) has been band to come out to the property, they suppose to come out and fix what AZ Plumbing Repair could not fix! 2-Warranty is advertising if they cant fix it they replace it , this is deceiving to the Consumer, they make falls claims what they would do , after weeks of no Air I was more then patient, I ask for repair , I ask more then once, called times and 2-Warranty could not get a AC Contractor out in Timely manor or do the RepairI had to call a reputable Company to come out and get the AC working.
