Review: On 3/9/2013 I brought my boat To "The Boat Shop of Spokane" to have the carburetor rebuilt. I have previously called two boat shops to get an approximate quote for the rebuilt and both "The Boat Shop of Spokane" and another boat repair shop quoted me approximately $300.00 depending on how much the rebuild kit would cost.I dropped my boat off on 3/9/2013 at the Boat Shop of Spokane and the Service Center wrote up the order and it specifically said rebuild carburetor on 4.3 liter Mercury v-6. I signed the order and left. I had called a week later and they said we have not gotten to your boat yet. Another week went by and I still did not hear from the Boat Shop of Spokane. I called that Saturday morning and they said the boat was done and that I can come pick it up. I got there and the work order said that they did not rebuilt the carburetor but instead checked the fuel filter, firing order, spark plugs and tank vent. Timing off by 8 degrees, retime engine and test run. All of these things I had done previously myself when trying to access why my engine would bog down on the lake at full throttle. I was very perplexed as to why they did not rebuild my carburetor as I had requested and instead, without calling me for permission to do other work, performed all these other repairs without my knowledge or consent. they charged me $282.62 for the work they performed. I left and tested my boat on the lake the next day and the bogging at full throttle still existed. I went back to the Boat shop of Spokane and requested a full refund for the work they performed without my consent or permission not to mention they did not rebuild my carburetor as I had requested in the beginning. I felt that I was duped and taken advantage of. The owner [redacted] was rude and unwilling to hear my side of the story and would not provide nor explain why they did not do as I requested, which was to rebuild the carburetor. Now I have to have to go another boat repair shop and spend more money.Desired Settlement: Full refund of repair work that I did not request of give permission to have done $282.62

On March 9, 2013 the customer brought in his boat for some repairs. He said his boat engine was bogging down and needed carburetor work. He told my employee that he had been quoted S300 to do the repairs but could not tell the employee who had given him that quote. There are three of us in this business who give estimates to customers and only two of us who give quotes. They are written. None of us gave this customer an estimate or quote. Further, we do not give a firm quote until we have seen the scope of the work. We do not give firm quotes over the phone.
As part of any repair, quoted or not, we run the engine in order to try to determine for ourselves what the problem is. Whether we estimated $300 or not, this work would have been part of any estimate we gave.
We do this because many times the customers think they know what the problem with their engines is but it later turns out to be something else.
In this case the bogging down of the engine could be caused by a number of malfunctions including fuel system delivery, electrical problems, overheating or as it turned out, timing.
When we lest ran the engine we found that the liming of (he engine was out by 8 degrees. We tuned the engine and set the timing to the correct setting.
Once we did that the engine was much more responsive and we didn’t feel that further work was warranted. We charged the customer for the time we spent doing that part of his work, explained to the customer what we had found, he paid his bill on 3/23/13.
A couple of days later he came in to say that the boat engine was still doing the same bogging. We asked him to bring the boat back in so that we could check the timing again, which is what happened. Nothing was found and the engine seemed to run well. The customer was not charged for this service.
1 explained to the customer that if the motor wasn’t running the way he wanted we could further investigate because the problem could still be in the fuel system or the electrical system but thal the carburetor, as far as we could tell, was working properly.
A couple days later the customer’s wife called me and ripped into me demanding their money back.
We feel we have not overcharged them for the work done and, even had we given them an estimate of $300, stayed below that amount. Again we never gave them a quote and the husband volunteered that he had got the quote from another dealer over in Idaho.
Attached is a copy of the work order, the invoice for work done and the receipt showing that the work was paid for.
I feel that we have gone the extra mile for this customer and his wife. We took the boat in a second time to check for problems that were not apparent and then provided a free winterize on their engine due to the

I have reviewed the response made by the business in reference to complaint ID 9485651, and have determined that this does not resolve my complaint. For your reference, details of the offer I reviewed appear below.
The response given by the boat shop of Spokane is not accurate and fabricated with false truths. The fact remains that I specifically brought my boat to there shop to get the carburetor rebuilt. Reason being I had ran the boat on the lake at full throttle and the carburetor was starving for gas at full throttle, I know this because I had my son run the boat while I looked down the carburetor at full throttle and gas was not spraying into the carburetor as if the floats in the carburetor where not set right. So I took my boat to the boat shop of Spokane to get the carburetor rebuilt, knowing that this would solve the problem.
