Primo Construction received the complaint via email from the Revdex.com on 7/13/2015. We were not aware the owner had issue with our work as we did not hear from him before we received the email from Revdex.com with his complaint. We immediately tried to...
contact the owner the same day, Tuesday July 14 and left a message for him requesting instruction as to what we could do to resolve his complaint. As of 7/19/2015 we still have not received a reply from him or his personal representative (wife). Owner states he began to contact us on 5/26/15, however, I have no record of this.
Primo Construction performed the electrical to rough as agreed upon. We discussed specifically with his wife what rough electrical consisted of. The electrical work was completed to rough and passed Denver inspection. All rough inspections for drywall, plumbing and electrical passed.
When the owner/wife could no longer make decisions for completion of the project or new garage after weeks of our proposals and 7 revised proposals, Primo Construction had no option but to close our permit for the project. We pulled our permit as we had completed our portion of the project and didn't want other contractors not affiliated with us working on our permit. Any sane contractor would not want another contractor to work on their permit. We relayed this concern to the wife and received the usual response, none. The permit is pulled by the contractor, Primo Construction, not the owner. At no time did we request a stop order for their project. There are numerous construction projects in the neighborhood and I am sure an inspector noticed no permit was visible.
We requested final payment from the owner and provided lien waivers from all sub-contractors we used on their project. The owner would not have made the final payment to us without this documentation.
Primo Construction does not and has never worked on a project without direction from the owner. We had permission to demo the basement from the owner and received instruction from the owner/wife throughout the project. We believe many issues he is discussing in his complaint were existing and were never contracted for Primo Construction to complete. His wife is very inexperienced with construction and asked my professional opinion on many items. The owner/wife combination were very difficult to work with, one said this one said that. The owner now prefers to hire inexpensive sub-par contractors to complete work on their project and expects Primo Construction to help them with their construction work.
Primo Construction has an excellent reputation with our customers and with the Revdex.com. We do not want the owner/wife to be unhappy with our portion of the project. We would be happy to meet the owner at the jobsite to discuss and remedy his complaint.

Primo was contacted via phone and text on May 26th and no response. We have records that document this.
The contract signed by Primo and owners representative was not for just rough in. Primo is incorrect in this statement. Contract documents that were final agreement versus what Primo Construction proposed. Signed documents and excel worksheets prepared by the owners rep outlined in detail the scope of work to be performed. Reference to any proposed bids for work were never accepted by the owners rep. The cost for the electrical was $10,700. This price was to include a quality installation and updating where required. The comment rough in is not correct and was only included in one of the contractors proposed bids. The owner expected a quality installation and only exclusions were to be final switches and fixture installation.
The electric installation has extensive issues that have been reviewed by two outside independent electrical contractors and is in the process of being corrected, delay of obtaining CO is critical at this point as a tenant had been arranged and costs to the owner until completion are being absorbed by the owner.
The owner representative obtained alternate bids for the garage, The bids were $8000 less than Primo's bid for $38,000 with better construction materials than his bid.
Regarding permission to demo the basement. Primo was advised not to proceed with demolition of the basement verbally until the owners representative advised such. The owners rep advised Primo verbally not to proceed until the following week until a decision was made. The owners rep also provided the subcontractor on the Thursday before the following week in person in a written letter that stated that work was not to proceed in the basement. Primo failed to follow the owners rep verbal instructions and the subcontractor failed to advise Primo and proceeded with demolition.
Regarding the owners representative and spouses experience in construction, we have managed several construction projects including our personal residence with over 12,000 square feet and worked with over 30 subcontractors in that process over 24 months without GC involvement. We have supervised far superior and more complicated projects. We hired Primo to manage this function for us on ths project versus having to be involved daily. Primo has made a statement that is inaccurate and unsubstantiated. An owner always seeks advise from a GC or a subcontractor so that proper decisions can be made both on quality, operational, and expense basis's. The owners rep was involved in initial construction and contract negotiations. The owners rep's spouse was involved in the construction side exclusively after demolition and unfortunately was put in a position to be there daily for 8 hours or more.
Regarding, difficulty to work with. Primo's approach to a project is one of a contract that is one page with no breakout of costs, but bids by rooms and a refusal to operate under a cost plus basis that would have avoided any questions. The owner rep spent considerable time obtaining standard contract provisions to be signed and put in place. The owner asked for Primo to operate under a construction division basis with a line item cost for labor and material. Primo did not review those materials provided that priced the project in this manner that would have determine quality and cost of items selected. The owner rep was put in a position of accepting the quality of material that Primo felt was appropriate without disclosure of true costs. Primo failed to listen to the owner's requests on numerous occasions and supervise the few subcontractors to those requests on several occasions and never took notes on those requests.
Regarding their comment on sub par subcontractors, the electrical contractor Primo contracted with is probably the example I would use on a sub contractor to never hire.
The remedy of the complaint will be a refund on the electrical portion of the additional costs the owners rep incurred to correct and bring the electric installation up to standard. To rely on a building inspector to determine quality of work is not a standard that a general contractor should adhere to in managing a subcontractors performance. Inspectors have a role, but they are not in a position to verify the quality of work performed.
Regarding final payment. This was a demand by the contractor to keep the permit in place. The contractor was overpaid accidently by the owners rep. The contractor is correct as the contract required certificates of insurance and lien waivers from the contractor and sub contractors upon their completion of work. This was a requirement of the owners rep, not proposed by Primo Construction. The contractor terminated the contract, not the owner.
We do not expect or want Primo Construction to help with any remaining construction work. We only want our costs for the electrical sub contractors poor performance reimbursed. Final cost will be provided to Primo Construction in written request and not through the Revdex.com or any conversation.

The owner will be obtaining written confirmation from 2 other electrical contractors that reviewed the poor work performed. We will seek arbitration once the final work is completed. Primo Construction's work on the electrical was inferior and they did not respond to the owner in a timely manner as previously stated. The project has been delayed substantially due to the inferior work performed. Primo did not as previously stated provide electrical work to a level or quality of $10,800 in the scope of work paid for.

We have tried to help with resolving electrical issues they may be having by texting contact info for electrician who wired it. I have tried to contact them but they don't respond. We only took the job to rough inspections because they wanted to run the job after that. They can't figure out how my electrician wired it, that is where the frustration is. We passed all inspections, so if he has a problem with what we did he should contact city inspector and ask why it was passed.I have tried to put this to bed for I I'm dealing with the unexpected death of my mom.
