Contract signed with PPC for following work as listed; 1. Poured and polished concrete patio; psi with wireplanter retaining wallsStamped concrete wall to look like woodStairs from walking pathwayBuilt in concrete benchesCompact stone run down spout under patio and planter wallLights installed on stepsRemoval of trash and grading/seeding of yard around the patio DATE OF COMPLETION agreed upon in October was week from project initiaionTotal Cost $16,500 Amount Paid $ 8,000Amount owed back to us based on agreed upon missed deadline penalties $4,200As of this Date, June 22nd, patio remains unfinished. Reason for complaint against MrR*** and Philadelphia Polished Concrete Inc(PPC): Delay beyond deadlines, incompletion of work, damage of property. Below is a chronological timeline of said contract with written proof via email and text( Available upon request) PPC has repeatedly moved the deadline back with no reasonable explanation, with one exception of a death in the familyWhich at the time we respectfully agreed that he take a week away from the projectBart R***, the owner has made promises to come on days, and would not show up without notification. Each month that passed he promised us he will finish the following weekMeanwhile, per his social media account, he continues to work on various other projectsBecause of the initial delays, he agreed to waive the cost of the built on concrete benches.Early in Winter 2016, we were tired of asking him to finish the project via texts, calls and emailsAs we extended further into Winter, we were afraid he would pour the concrete at unstable temperatures which would lead to an architectural compromise of the project. In December of 2016, we agreed he come back on March 15th to restart the project. At this point, he agreed to waive the remainder of the balance for the project ($8500) and add a concrete walkway from the driveway to the patio at no chargeThe date the balanced was waived was confirmed via text message on December 12th, 2016.During the month of March he apologized for the delay and promised again the work would be done in no longer than weekThe scale of the project was changed by us, due to the fact that the project continued to be delayedWe decided to simplify the project in order to expedite its completionWith these changes the total balance that we would have owed would have been as we did have to add a step around the patio and a third planter retaining wall. The concrete benches and the walkway were removed from the project. In May as the project remained unfinished, we threatened to report him to Revdex.com and sue him for the unfinished project at which time he finally poured the concrete base of the patio and promised that once the patio was poured the remaining work would be done by June 1, 2017. Through multiple correspondence via email and text, which can be forwarded upon request, Bart and I agreed that if the work was not to be completed by June 1st, the remaining balance that we owed ( which at this time was $1900) would be waived and that he would pay us dollars (the price of stairs down to patio which he had previously promised us for additional repayment for the delays)Each additional week that the deadline was not met, would be an additional dollarsHe agreed both via email and in text messaging. Currently, as of this email, the project remains unfinished with multiple days of work likely needed for completionThe week of June 4th as the project remained past its deadline with minimal progress over that week, we communicated with Bart that this would be our final week working with him and if that work was not to be completed that week, we would likely move on from him to complete the project, but that he should remove the trash and loose concrete in the soil and around the patio, bring us our check for penalty owned, and also bring the permit which he was to obtain from New Garden Township to build the project. After our last communication, he did none of these things and instead just left the project without return of our communication.In terms of what we are seeking in compensation, we would like the money that we had agreed upon ($4200), and in addition, compensation for what it would take for completion of the project by another contractor. We have obtained estimates for the landscaping around the patio, which included removal of concrete remnants on walkway, leveling of soil, finishing the down spouts in two walls, adding top soil and seeding of grass, and top soil for planters of which Bart was responsible for, and this was estimated to cost 2966.80. After showing pictures to multiple contractors most believe that the steps which remain unfinished will have to be completely recast as the craftsmanship is poor and likely will cause problems in the futureWe have obtained an estimate to do this and it was Bart was also to obtain a final inspection by the township for the project, which was never performed even on the pieces of the project he has completedThe project is to be guaranteed for two years, but seeing as Bart no longer returns communications I doubt that this is still applicableWe have yet to obtain an estimate to polish the patio, as this was also not completed.
