I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint. For your reference, details of the offer I reviewed appear below.
I retained Phd Labs to develop a chat app for me, starting with the discovery phase, which started in November of 2015. Development started in January this year with payments due to be made monthly and the last payment to be made when the project is complete (meaning the app has been approved by Apple) and is published to the app stores. The total cost for the discovery phase was $15,000 and that for the development $100,000. The first phase was meant to develop screen shots for the app, determine accurately the timeline and budget. After that, the project manager let me know the development would be done on or around May 25, 2016. I first complained about this company mid August, when the app was neither done for Android nor for iOS as promise and the project was about 12 weeks late. I requested a $10,000 credit for inefficiency of the discovery phase and for certain features that were not done. We agreed to a $7,500 credit. Here we are a further 9 weeks later and the app is not yet approved by apple.The director is requesting that I make a final payment before he submits to the app store for approval. I want another credit for additional lateness, cos this shows further irrelevance of the first phase, plus credit for 2 features that were not done - browsing and video calling. I also want my money for wasted trip to Los Angeles for the first phase reimbused (flight plus hotel totaling $1,000)...for additional time, $1,000 for browsing and video calling, $1,000 each ....total credits I require is $4,000 plus an Apple submission. Once the credit is applied and I have confirmation that Apple has approved the app, I will make the final payment. I have been patient and fair and even agreed initially that the video calling that wasn't done would be done after the app is released. I no longer want anything to do with Phd Labs once the app is approve and on the app stores. I do not even want them to fix any bugs or touch any code.

Spoke to the client and we have agreed to a partial refund of $7500 (subtracted from final invoice). He has agreed to remove the complaint and not to file any additional reviews or complaints.
