Initial Business Response /* (1000, 8, 2015/09/08) */
On 12/2/14, this client called reporting her horse was in distress. The doctor examined the horse and provided conservative treatment in the field. Later that day, symptoms returned and the client brought the horse in to the clinic for...

hospitalization and more aggressive treatment. The client signed a procedure consent with an estimate of $1200-$1500 for the first 24 hours of treatment. The actual bill for hospitalization and medical treatment was $1,447.16. The following day the horse's condition continued to deteriorate; the owner declined surgical treatment options. Humane euthanasia was elected. The doctor gave a probable diagnosis of severe impaction, but could not rule out the possibility of the presence of an enterolith or other contributing internal maladies. Owner wanted to confirm that diagnosis and requested a necropsy. We discussed with her the options for necropsy, and the associated costs. Our clinic arranged and paid for transport of the now deceased horse to the California Animal Health & Food Safety Laboratory System, UC Davis. The charges for that necropsy and well as charges for disposal of the horse after the necropsy were all billed to and paid for by us. The price for euthanasia, transport, necropsy, and aftercare totaled $629.81. The client paid a deposit of $600 upon admittance to the hospital on 12/2/14. Upon euthanizing the horse, we requested that the balance on the account be paid at that time, but the client told us that she had left her purse at work and would call us with her credit card number once she returned to work. We made a number of calls attempting to collect payment. She declined requests for a credit card number. We did receive a final necropsy report from the California Animal Health & Food Safety Laboratory System, UC Davis, but were not going to release the full report until payment was received in full. The doctor, as a good faith gesture gave her a brief summary over the phone in an attempt to reassure her that the condition was not something that would affect her other horse. We didn't receive any payment until 2/13/15, and it was for $500. She has since made three payments totaling $590. Her balance is currently at $765.38. We would be happy to provide the Final Report as we received it from the laboratory once her bill has been paid in full.
Initial Consumer Rebuttal /* (3000, 10, 2015/09/09) */
(The consumer indicated he/she DID NOT accept the response from the business.)
I was never told that the report was in the office being held as ransom for final payment. I have spoken with the office three separate times requesting information from the necropsy and I was never told that the report was on hold, I was told on each instance that the horse was severely impacted. I explained that my husband left me over this cost and that I am having to deal with expenses on a single income. I was told that that would be fine, and have made monthly payments since.
