I have reviewed complaint ID [redacted] from [redacted] of [redacted] as submitted on April 7, 2015; and I wish to offer the following response:
[redacted] has, in fact, tested with NICET on two recent occasions - on 2/2/2015 he retested and met the examination requirements for Inspection...

& Testing of Water-Based Systems - Level I, and on 2/7/2015 he retested and met the examination requirements for Special Hazards Suppression Systems - Level III. He then followed-up by submitting his work experience documentation to NICET on 3/1/2015 (received by NICET on 3/9/2015).Please understand that meeting the examination requirements and submitting work experience documentation does not automatically mean that he has met all requirements for these two NICET certifications - NICET still must evaluate all of the documentation submitted and determine if the candidate has actually met all work experience requirements. According to the notice published on the NICET website, all applicants are placed in a review queue and evaluated on a "first come - first served" basis. This evaluation process may take up to 90 days to complete, starting from the date of successful testing (i.e., 2/2/2015).
[redacted] called the NICET offices on 4/7/2015 and spoke first with one of our Customer Service Representatives, who then transferred his call to one of our Certification Evaluators who was better equipped to assist [redacted]. In his conversations with both of these NICET staff persons, I have been told that [redacted] was belligerent towards them. But based on [redacted]'s assertion to the Evaluator that his job was hinging on the outcome of this certification decision, the Manager of Evaluation Services intervened and proceeded to immediately review [redacted]'s work experience documentation. The manager determined that [redacted] had not yet provided sufficient evidence of acceptable work experience to be certified, and when he could not reach [redacted] by telephone to discuss the matter with him directly, he prepared two Conditional Decision Letters to [redacted], dated and mailed on 3/9/2015, requesting additional details about his work experience in each of these two specialty areas.
When [redacted] inquired about the status of his evaluation on 4/7/2015, he was told that the 90-day evaluation period for him began on 2/2/2015. When he insisted that he needed a faster evaluation, because of his job situation, he was told that the standard fee to expedite his evaluation is $275. This additional fee for faster service is common to many businesses - i.e., Next Day Air vs. Ground Delivery - and was absolutely not offered as a discriminatory measure against [redacted].
NICET has been in business since 1961, and throughout most of that history we have offered paper & pencil testing - with candidate evaluations being performed within 90 days after successful testing - with candidate evaluations being performed within 90 days after successful testing. NICET converted to computer based testing in 2010, and clearly recognizes that our Candidate Evaluation process must be expedited as well -- and we are currently working to streamline this process. But we have long published that the candidate work experience process is a manual, labor intensive process; and we handle all customers on a "first come - first served" basis according to when their documentation enters the queue. We do understand customers' frustrations with this process, but we expect our customers to at least be civil in their conversations with NICET staff.
At this point in time, I am prepared to move in one of three directions with [redacted]; and I will notify him accordingly:
1) He can respond to our 3/9/2015 Conditional Decision Letters and wait in the queue to be evaluated with everyone else (per our stated procedures, this second evaluation process my take up to 60 days to be completed from the date documents are received) -or --
2) He can respond to our 3/9/2015 Conditional Decision Letters and pay the Express Evaluation Fee to have his documentation reviewed in ten business days or less -- or --
3) I will refund all fees paid by [redacted] throughout his entire relationship with NICET, revoke all NICET certifications awarded to him, cancel all pending certifications and examinations, and we can completely part company.
I will not refund the most recent Application Fee of $280 as requested since [redacted] has taken (and passed) the test that he requested and NICET has evaluated his work experience documents within the timeline stated in our published policies and procedures ( and ahead of others who paid the same fee but entered the queue earlier than [redacted]).

Review: 2 years ago I filled out an application to take a certication at Nicet. It was for level one and level two electrical power testing. The application had a work history portion, and skills portion. I filled it out and had an Engineer go through it and he filled out my skills portion. While my work history and skills portion was pending I was told on the phone I could take the test if I wanted to while status is pending. I took and past both of there test. After I passed the tests I get a letter saying the application lacked suffient data, and the engineer put checks in boxes he should of put his initials. So, I resubmitted a new application this time I had a different engineer to do the skills portion and I double checked to see if he put his initials. I get a letter back again this time saying It lacks significant data. I called there customer service and try to see what problem was, they said I didnt put my name and date on a my work history paper. I was told by there customer service all I have to do is resend the same work history portion and put my name on it. I looked to be sure and my name was on the work history sheet, so I just resent it anyway. I get a conditional letter telling me I have to pay Nicet an additional 110 dollars. At this time I am ticked, and I tried to talk to customer service and they cant do anything or know anything. I see I have a year to pay it, so I wait about 6 months and then I pay it. Do they give me my certification? NO, they send a letter stating I need to pay them another 110 dollars, and more information. I feel I am being extorted by NICET to recieve my certification I have paid them I have done the work as requested I expect them to fulfill there end of the bargain. I do not want to seek legal suit against them, but when push comes to shove, I'll do what is necessary. I prefer to settle it like professions.Desired Settlement: I would like NICET to approve the certifications I earned and stop screwing with me when it comes to my work history. I would like them to appologize for the pain in the as they have been. And if they cant or dont know how then forget it give me all my money back. that includes my test money, my practice test money, and application money.
