Review: During the month of November 2012 I inquired about attending a computer class at Access Careers which was advertised as training in A+, Network+, MCSA and CCNA. I submitted the required documentation to apply for financial aid. I was notified by FASFA on 11/**/2012 that I qualified for a Pell Grant Estimate - $2,900.00 and a Direct Stafford Loan Estimate - $9,500.00. I informed the financial officer that I am on Public Assistance and my intention is not to accrue any debt since employment or me being successful in the program is not certain. After several phone conversations I went to the school on 12/**/12 when [redacted] the administrator was summoned by [redacted] the financial counselor and assured me the balance of the federal aid loan would be paid for by the school from a scholarship fund. The first documents that alerted me of a loan was sent to me by the US Department Of Education William D. Ford Federal Direct Loan Program on 06/**/2013, on 07/**/2013 my account was transferred to Nelnet which showed a I have 2 Direct Unsubsidized loans $1,800.00 with an interest rate of 6 .80% . I attempted to resolve the issue with [redacted] and [redacted] on 07/**/2013 and they told me that the scholarship fund is used to pay for metro cards so I decided to stop attending. If possible please call me there is more for me to explain, thank you.Desired Settlement: Withdraw their false declaration.

Student signed a Financial Aid Packaging Worksheet and registered for the Computer Networking weekend class on 12/**/2012. Financial aid (pell grant & student loan) was explained to the student and the financial aid booklet, disclosure was given to the student on that date (12/**/2012). Student enrolled on 12/**/2012 and started the class on 02/**/2013. After attending five months of classes (last date of attendance 07/**/2013), the student comprehended that he had borrowed from the Federal Direct Loan program (direct subsidized & direct unsubsidized). He believes that he does not have to pay back any of the loans nor is responsible for them. Student said that the portion of his student loan will be paid by the school.

The student also was given a Financial Aid Packaging Worksheet, Loan Disbursement Notification and Title IV Award Notification, which was handed to this student on 06/**/2013 along with other students in his class. We are unable to provide them to you due to privacy regulations.

On July **, 2013 student came to school and notified us that the Computer Networking Program is not for him and the program cost is too high. He also mentioned that the program is not the course he has been looking for. He gave us a written notice that he wants to withdrawal from the program as of 07/**/2013.

As per the school’s policy, a student is allowed to withdrawal from a program within two weeks of attending classes and will not incur any charges. Throughout the classes students are given the school catalog, course outlines, introduction to school’s policies and handouts of the modules. All of these handouts explain to a student the goal of the course or program.

Access Careers does not reimburse any of a student’s Federal Student Loan or any types of loan. The student assumed this concept should have been addressed to the school’s financial aid department or the bursar’s office within the Right to Cancel Loan which date ended on 07/**/2013 (ref.: loan disbursement notification dated 06/**/2013). Access Careers is not responsible for the mentioned complaint or dispute.

Also, the student completed an Entrance Counseling session and MPN (Master Promissory Note), completed and signed by the student on December **, 2012. The entrance counseling session explains in detail what the student’s rights and responsibility are regarding the borrowing of a student loan. Also, the Master Promissory Note details the student’s promise to pay back the loan.
